State of Illinois 2023 Buying Plan - 1st Quarter
On behalf of nearly 20 state agencies, Central Management Services (CMS) launched the State of Illinois’ Quarterly Buying Plan. The Plan is designed to serve as a single-destination for useful information to the State’s vendor community and to make vendors aware of the upcoming purchasing needs for a range of agencies. This initiative is led by the Bureau of Strategic Sourcing (BoSS) team, who is committed to expanding the content of the document so that vendors interested in providing their goods and/or services to the State are informed, prepared, and ready to respond to the State’s solicitations.
In addition to the quarterly forecast of upcoming opportunities, the most recent addition of the Plan features sections on doing business with the State, small and disadvantaged business programs, an overview of registration and pre-qualification requirements and how to access technical assistance.

BidBuy
The State of Illinois is proud to announce the implementation of a web-based eProcurement system called BidBuy. State agencies will use BidBuy to advertise solicitation opportunities, evaluate bids and publish contract awards. It will become the State's primary solution for sourcing and placing orders from vendors for the CPO-General Services. BidBuy will replace the current Illinois Procurement Bulletin-General Services (IPB) and link directly with the Illinois Procurement Gateway (IPG).
Illinois Capitol Development Procurement (CDB) Bulletin Board
View bid information detailing the current construction projects for which CDB will be accepting bids in the areas of contractor and architect/engineering services. New project information is posted regularly. Register to electronically receive notifications on bid opening meetings and results as well as contract awards. Although registration is not necessary to view these posting on the website, registration is required to receive email notification as the information becomes available.
Illinois Public Institutions of Higher Education (IPB/HE) Procurement Bulletin Board
The IPB/HE is a free online resource for vendors wishing to do business with the public universities in Illinois. Participating universities post notices for upcoming bids, requests for proposal, requests for information, solicitation documents and awards.
The Chief Procurement Office for Higher Education is pleased to welcome the Illinois Secretary of State and the Illinois Comptroller to the Public Higher Education Bulletin! As of Jan. 1, 2019, solicitations and awards for both the Comptroller and the Secretary of State published here. You can find them in the Search tab by searching for the Comptroller using “IComp” or “Comptroller” and by searching for the Secretary of State using “ISOS” or “Secretary of State.”
