Privacy Statement

Overview

Northeastern Illinois University (NEIU) is committed to protecting the privacy of its faculty, staff, students and visitors using its web services. To this extent, NEIU will only allow tracking or collection of specific client information on its site that facilitates business transactions of the University. This Privacy Statement describes how and what information we track and collect and how it is protected.

How and what information we track:

We collect information by creating cookies, the use of data collection programs, access to web-based course management applications such as Desire2Learn, and by access to library online resources.

Cookies

We may enable "cookies." A cookie is a file of data or instructions that is placed on a client's computer by a website server to collect or store information about the client use of the site. These cookies are not designed to identify a person but intended to enhance navigation and the security of a client's session. NEIU is committed to fully complying with the State Agency Web Site Act (Public Act 093-117), which became effective January 1, 2004. Consequently, NEIU websites may use transactional cookies that facilitate business transactions and may not use permanent cookies or any other invasive tracking programs that monitor and track NEIU website viewing habits unless: (1) the use of permanent cookies adds value to the user otherwise not available; (2) there is a comprehensive online statement at the particular University website where such permanent cookies or other invasive monitoring and tracking programs are utilized that discloses: all types of information collected at that site; the University’s use of that information; and how the collection and use of this information adds value to the user.

Data collection programs

These programs use web forms to collect such data for admission applications, student related services, and other client business data intended to collect such information as is necessary to provide the client with the business service requested. This type of information is collected on a voluntary basis and it is not used for any purpose other than what is originally disclosed. At times, NEIU may collect data regarding client access to its web pages for statistical purposes. This is done to measure cumulative client interest in various areas of the website to provide better services to NEIU clients. The statistics contain no personal information and will not be used to gather such information.

Web-based course management applications

These specific applications provide online interaction between and among students and faculty. Data and information available includes access to course syllabi and assignments, online course announcements, links to relevant Internet resources, and support for basic email communication between instructors and students.

Library online resources

Periodical indexes and other databases are accessible to Northeastern Illinois University students, faculty and staff by contractual agreement with the commercial providers of those products. Authentication by account name and password is required for access to NEIU licensed databases.

Links to other sites and NEIU web page hosting

The NEIU website has links to other websites. When linking to another site, NEIU clients are subject to the privacy policy of that new site. Some of these sites provide web services to our clients that include grade inquiries, course management resources, and admission applications. NEIU is not responsible for the privacy practices of these agents. Please carefully review the Privacy Policy of each site you visit through NEIU links before complying with data requests.

NEIU provides web page hosting for faculty, staff and students from which external site links are made. This web hosting does not constitute an endorsement by the University. The University is not responsible for the contents of any off-site pages referenced and specifically disclaims any and all liability from damages that may result from accessing a third party site that is linked from the NEIU website.

Access to the NEIU website is provided subject to the following terms and conditions. Please read these terms carefully as use of the NEIU website constitutes acceptance of all of the following terms and conditions:

Rules for Individuals under Thirteen Years of Age

NEIU is committed to complying fully with the Children’s Online Privacy Protection Act. Accordingly, if a user of the NEIU website is under the age of thirteen, such user is not authorized to provide NEIU with personally identifying information, and the University will not use any such information in its database or other data collection activities. NEIU appreciates cooperation with this federally mandated requirement. Users under the age of thirteen and their parents or guardians are cautioned that the collection of personal information volunteered by unauthorized children online or by e-mail will be treated the same as information given by an adult until the University becomes aware that the user is under the age of thirteen and such information may be subject to public access.

Neither NEIU, nor any of its units, programs, employees, agents or individual trustees, shall be held liable for any improper or incorrect use of the information described and/or contained in the NEIU website and assumes no responsibility for anyone’s use of the information. In no event shall the NEIU website, NEIU or its units, programs, employees, agents or individual trustees be liable for any direct, indirect, incidental, special, exemplary, or consequential damages (including, but not limited to, procurement or substitute goods or services; loss of use, data, or profits; or business interruption) however caused and on any theory of liability, whether in contract, strict liability, or tort (including negligence or otherwise) arising in any way out of the use of this system, even if advised of the possibility of such damage. Changes may be periodically made to the information herein; these changes may or may not be incorporated in any new version of the publication. Security

NEIU conforms to security standards and information technology practices to assure the integrity of data and privacy of its clients. Such practices include authentication, monitoring, auditing and encryption. The computing infrastructure, network, and systems procedures are designed and maintained to ensure a high level of integrity and security. Access to information is restricted to faculty, staff and students who have legitimate need for the information.

Choice of Law

Construction of the disclaimers above and resolution of disputes thereof are governed by the laws of the State of Illinois. The laws of the State of Illinois, U.S.A., shall apply to all uses of this data and this system. By use of this system and any data contained therein, the user agrees that use shall conform to all applicable laws and regulations and user shall not violate the rights of any third parties.

Illinois Freedom of Information Act

As a state institution, NEIU may be legally required under the Illinois Freedom of Information Act or other laws to provide specific information, such as some electronic correspondence sent via the NEIU website.

FERPA

NEIU also complies with the Family Educational Rights and Privacy Act (FERPA), which generally prohibits the release of student education records without student permission. However, FERPA does permit the release of public or “directory” information about students. Information about suppressing the release of “directory” information can be found in the catalog.

Social Security Numbers

NEIU follows appropriate procedures in collecting, maintaining and disseminating social security numbers of students, employees and individuals associated with NEIU and the NEIU website.
