Undocumented Students
Overview
Northeastern Illinois University welcomes all students, regardless of citizenship or residency. We value the diversity our students bring and we strive to provide a supportive and inclusive environment for all students. We are excited to offer the following resources for undocumented students.
HB 60, Qualifying for In-state tuition
The Acevedo Bill or Public Act 93-0007 or as it is commonly known HB 60 was passed in 2003. In order to qualify for in-state/resident tuition, a student must meet the following criteria:
- The individual had to have resided with his or her parents or guardian while attending a public or private high school in Illinois
- The individual had to have graduated from a public or private high school OR received the equivalent of a high school diploma (GED) in Illinois.
- The individual had to have attended school in Illinois for at least 3 years as of the date the individual graduated from high school or received the equivalent of a high school diploma.
- In case the individual is not a citizen or a permanent resident of the United States, the individual has to provide the university with an affidavit stating that the individual will file an application to become a permanent resident or the United States at the earliest opportunity the individual is eligible to do so.
Admissions
- Freshman
Admission requirements are the same for all incoming freshmen, regardless of citizenship. Once a student is admitted, the student must complete the NEIU Affidavit in order to qualify for in-state tuition rates. Social security numbers are not necessary for admission. The university will assign the student a NEIU ID number once they are admitted.
- Transfer Students
Admission requirements are the same of all incoming transfer students, regardless of citizenship. Once a student is admitted, the student must complete the NEIU Affidavit, and either submit high school transcripts or GED transcripts in order to qualify for in-state tuition rates, as outlined per HB60. All of these documents should be submitted/sent to the Admissions Office. The NEIU Affidavit should be submitted after admission to NEIU in order to qualify for in-state tuition rates.

Set-up an Appointment
You can stop by the Admissions Office during the below office hours. No appointment is needed. Meet with a counselor to review admission requirements, discuss academic programs, application procedures, and learn about the many opportunities available at Northeastern.
